You are correct. In every word... except that your last paragraph is REALLY... funny. People like that NEVER will be successful in the Philippine Government. Maybe a barangay captain in some remote area, maybe? But as that person climbs the gov't ladder... poof will his honesty go!

Arroyo just made a statement a few weeks ago... "... when you are in the gov't, it is VERY difficult to keep your hands clean." Or whatever it is exactly she said. It is IMPOSSIBLE to be honest in the gov't. And we all know what they do to honest people... They either KILL them, or destroy their reputation and family.
