The Chinese-descended electorate in the Philippines are not all rich nor have the funds to give donations to candidates and so are not in a position to make or break candidates.

Secondly, usually, it is people who do not like the Chinese who sees them as just milking cows. So it is they who will accept "lagay" or "suhol" or "donations" or more accurately, "ransom money".

Officials who are genuinely sympathetic witht eh Chinese-descended eletorate do not ask for money directly (but of course they would accept if given freely).
