Hello po ^^
Uhm... bagong bago lang ako sa pagtatrabaho (here in Europe).. actually matagal na, pero nun isang trabaho ko di ko nakelangan ng POEA paguwi kasi may paka studentstatus din ako dati.
Pero ngayon, kelangan ko na talaga ng POEA. Ang unang unang tanong ko is.. paglabas ng Airport ano bang tinatanong sa POEA requirements.. diba OEC lang? .. Kasi meron isang site :

na pwede ko ipagawa yung POEA.. walang kaproblema problema.. pero sa POEA FAQ (super luma.. 2004):

nakalagay na kelangan pa natin ng "authentication of contract mula sa embassy".. eh.. kung OEC lang kinokontrol sa airport, ipapagawa ko nalang sa citizenservics.com (doon di kelangan ng authentication ng kontrata, tapos wala na yung mahabang DOH tests .. etc.). Alam nyo naman ang gulo talaga dun sa atin, kakaiba yung mga requirements ng POEA .. walang standard na makikita ko.. (may mga sites na nagsasabi kelangan ko ng authentication, tapos pagtawag sa OEC di pala kelangan.. ang gulo talaga).
Kaya ang pinakamabuti siguro tanong ko nalang, ano ginawa nyo pagalis (na may working visa).. pinauthenticate nyo talaga mga kontrata sa philippine embassy or .. kinuha lang yung OEC (thru some process.. katulag ng citizenservices.com). Ang pinakaimportante kasi, kung ano ba talaga kinokontrol sa Airport .. yung OEC lang ba? and yung OEC pwede ba kuni na walang authentication ng kontrata mula sa embassy?

Hi Jocaps,
I can tell you about my POEA experience, but note that this was back in 2002. So matagal na and baka nag iba na yung requirements.
I had a contract (offer of employment) from the US company when I went to POEA, it was not authenticated by the Philippine embassy. When I got to POEA, they only had 1 complaint and asked that my contract be revised. Requirement pala nila that our employment contracts have a provision for the employee's death. So the company sent an addendum wherein in was stated that in the event of my .. ehem.. passing, they will take care of sending my remains back to Manila. Back then, we weren't in any hurry to leave naman so this delay wasn't a problem. I went through all the other processes before I got a clearance to leave (OEC = exit clearance).
- checkup at a DOH accredited hospital - this was easy, POEA has a list of accredited clinics, meron sa Megamall / Robinsons dati.
- seminar - yun, matagal. 4 hrs yata.
- paid the fees - medyo marami, membership fees, medicare (health insurance)
And then each time you go back to the Philippines, you will need to apply for an OEC ulit.
My suggestion is that you try and get your contract authenticated na rin, maybe ask POEA or some other authority / agency for guidelines of what they are looking for in a contract or letter of employment. Yung nangyari sa case ko wherein may kulang pa sa contract, it caused a delay which would be such a hassle for you kasi on vacation ka lang and it will eat up a lot of your time. Baka hindi ka pa makabalik agad sa Europe.
The first time to register with POEA as an OFW is a hassle. Succeeding trips are much easier because all you need is the OEC, and this is the site that you posted: http://www.citizenservices.com.ph/poea OECs are available for people who are "balik-manggagawa", they're the ones who are already registered with POEA but have come back for a vacation.
So far as I know, you cannot just apply for the OEC and leave.

I just chatted with a friend who is in a similar situation to you. She left for Canada on a tourist visa last year, found work and has gone back to the Philippines for a vacation last month. Sabi nya, she just went to POEA, went to the OFW department and just paid. It took around 1 to 2 hrs for her and she got her OEC na.
She just showed her work permit. No contract.

Yeeyyy ^^ I thought I would need to go through all that hassle. Aside from all the time, it costs around 200 or more euros to get my contract authenticated by all the departments here (foreign ministry of austria, philippine embassy in austria, notary public and the city hall of where I live in austria..)
So I'm pretty relieved. I'll definitely bring my contract (in German, but I'll have a letter available from my employer that is in english and tells that Im working with them). Im just so broke right now and I just want to avoid all that stress, honestly we just want to go for a vacation and not for a time to be torture by the paperwork stress.
But thanks, my gf in Philippines confirmed for me (she called POEA and citizenservices) that I really need the things your friend just lately showed. ^^ I'm happy that Philippines is improving =)

at kanino mo gagamitin ang gayuma? kilala ko ba ? nuni nuni tuloy ako kung kanino gagamitin.

If my memory serves me right, POEA only issues an OEC to people without contracts but have work permits only for selected countries like New Zealand, and Canada (which I think they added when I complained two years ago). May e there are others.

You complain to POEA about those matter and you got there attention?
